All I have up is a CB antenna and a 75 meter antenna right now. I do have pretty good results on 75 covering several states.

The real networks do not involve these type of radios at all unless as a last resort. Ideally on a local level it would be a mesh network and a voip server. Beyond that there are some radios available legally that do freq hop. If you really want an interesting idea that is much more secure, look into Nextel phones that have the talk around feature that does not use the network.

In my opinion the best we can do is to use NVIS antenna set ups for 160, 80, 40, 30 meters and use a combination of digital and voice comms. If you keep transmissions short, DFing your position would be extremely difficult if not next to impossible. That's why it's important to acquire the equipment you need and practice, practice, practice. This is a learning curve for all of use. Makes no difference what equipment you have, the best ham gear available to the lowly CB's. We need to practice sending and receiving messages. The "WHO" part would be your own group and comms with other groups of like mind.

Yep, if you don't want to be found, don't get in a long winded QSO doing a lot of talking without saying anything. Transmitt needed info.....

kc2byx...you on during the weekends? Your net times (and afterward) are in the middle of my workday...

Now, if someone wanted to copy a network used by another group, they could get a bunch of HF operators linked via Pactor. No infrastructure, no internet, and if properly configured, the only one able to easily read traffic is the intended recipient...but that's just a thought :)

Or as an alternative, there is a new(ish) soundcard based mode...Winmor...
